presentapotentialskinpuncturehazard,theprojectionshallbeprotectedbysuitablemeans,suchasbyturningbacktheendofawireorbyaffixingasmoothly nishedprotectivecaporcover,whicheffectivelyincreasesthesurfaceareaforpotentialcontactwiththeskin.Toysshallmeetthisrequirementbothbeforeandaftertestinginaccordancewith8.5-8.10.Toysintendedtoberepeatedlyassembledandtakenapartshallhavetheindividualpiecesandfullyassembledarticles,asshownonpackaginggraphics,instructionsorotheradvertising,evaluatedseparately.Therequirementsfortheassembledtoydonotapplytotoyswheretheassemblingmakesupasigni cantpartoftheplayvalueofthetoy.Sincethisrequirementrelatestohazardsarisingfromachildfallingontoatoy,onlyverticalornearlyverticalprojectionsarerequiredtobeevaluated.Thetoyshallbetestedinitsmostonerousposition.Cornersofstructuresareexcludedfromthisrequirement.

4.8.1BathToyProjections—Rigidprojectionsontoysde-signedprimarilyforuseinthebathtubmayposeaspeci chazardthatcanresultinseriouspenetrationandimpalementinjuries.Additionaldesignguidelinesspeci callyforbathtoyprojectionsareprovidedinAnnexA4ofthisspeci cation.Astherearenoobjectivemeansfordeterminingconformancewiththeseguidelines,theyarenottobeusedtojudgecompliancewiththisspeci cation.

4.9AccessiblePoints—Toysshallnothaveaccessible,po-tentiallyhazardoussharppointsthatmayoccurbecauseofthefollowing:con gurationofthetoy;assemblydevicessuchaswires,pins,nails,andstaplesthatarefastenedpoorly;poorlyshearedsheetmetal;burrsonscrews;andsplinteredwood.Toysthatareintendedtobeassembledbyanadultandmaycontainpotentiallyhazardoussharppointsintheunassembledstateshallbelabeledinaccordancewith5.8.

4.9.1Potentiallyhazardoussharppointsarede nedby16CFR1500.48.Toysintendedforusebychildrenunder8yearsofagearesubjecttothisrequirementbeforeorafteruseandabusetesting,orboth,asspeci edin8.5-8.10.Anillustrationofasharp-pointtesterisshowninFig.9.

4.9.2Toysinwhichanaccessible,potentiallyhazardoussharppointisanecessaryfunctionofthetoy,suchasaneedleinasewingkit,shallcarrycautionarylabelingasspeci ed

4.7.2Toyscontainingpotentiallyhazardousedgesthatareanecessarypartofthefunctionofatoyshallcarrycautionarylabelingasspeci edin5.10ifthetoyisintendedforusebychildrenfrom48to96months.Toysintendedforchildrenagedlessthan48monthsshallnothaveaccessiblehazardousfunctionalsharpedges.

4.7.3MetalToys—Accessiblemetaledges,includingholesandslots,shallbefreeofhazardousburrsandfeathering,orshallbehemmed,rolled,orcurled,orshallbecoveredwithapermanentlyaffixeddeviceor nish.

NOTE4—Regardlessofthemannerinwhichedgesare nished,theyaresubjecttothesharpedgetechnicalrequirementsasdescribedin4.7.1.Ifadeviceisusedtoprotectanedge,itshallnotbecomedetachedafterbeingtestedinaccordancewiththeappropriateproceduresdescribedin8.5-8.10.

4.7.4MoldedToys—Accessibleedges,corners,ormoldpartingareasofmoldedtoysshouldbefreeofhazardousedgesproducedbyburrsand ashorsoprotectedthathazardousedgesarenotexposed.

4.7.5ExposedBoltsorThreadedRods—Iftheendsofboltsorthreadedrodsareaccessible,thethreadshallbefreeofexposed,hazardoussharpedgesandburrs,ortheendsshallbecoveredbysmooth nishcapssothathazardoussharpedgesandburrswillnotbeexposed.Anycapsthatareusedshallbesubjectedtothecompressiontestnotedin8.10,regardlessofwhetherthecapisaccessibleto at-surfacecontactduringtheappropriateimpacttest(s)describedin8.7.Protectivecapsshallalsobesubjectedtothetensiontestin8.9andthetorquetestin8.8.

4.8Projections—Thisrequirementrelatestopotentiallyhazardousprojectionsinalltoysintendedforusebychildrenunder8yearsofage.Thisrequirementisintendedtominimizepossiblepuncturehazardstotheskinthatmightbecausedifachildweretofallonarigidprojection,suchasunprotectedendsofaxles,actuatinglevers,anddecorativefeatures.Duetotheextremelysensitivenatureoftheeyesandinteriorofthemouth,thisrequirementwillnot,norisitintendedto,provideprotectiontothoseareasofthebody.Ifaprojectionappearsto
