In the past, when food and clothing were not adequate, the government made all of its efforts to increase supply and fulfill people’s fundamental needs for material life. Under such conditions, it was difficult for the government to spare efforts for other issues. However, thanks to the fast development in the past 20 years, the Chinese people have become prosperous by and large. The country has seen a remarkable rise in its economic strength. The per-capita GDP totaled US$1,000.

Scientific Outlook on Development, on one hand, we should correct a series of erroneous understandings, such as prioritizing economic growth over social
